Check Orchards Registration in VoteWA
VoteWA lets voters open their own registration records. It asks for the registered first name, registered last name, and date of birth. Those values authenticate the voter. They are not fields for browsing an open directory. A match opens status, address, precinct, districts, elected officials, candidates, ballot information, ballot status, and participation history.

This is a voter service, not a reverse lookup. If a match fails, check spelling and the birth date, then contact Elections. Knowing another person's date of birth does not permit access to that person's account. Public lists use a separate lawful request channel.
Once signed in, read each result in context. The registered address controls district placement, while ballot status tracks the current election process. Participation history is a record of prior election activity. A voter who needs to register or correct an entry should follow the portal's registration path instead of treating a failed login as proof that no record exists.
Clark County Voter Records Help
Orchards has no city elections office. It is an unincorporated census-designated place, so Clark County Elections handles local registration transactions, district questions, returned election mail, and locally created election records. The office is at 1408 Franklin Street in Vancouver. Mail goes to PO Box 8815, Vancouver, WA 98666. Call 564-397-2345, fax 564-397-2394, or email elections@clark.wa.gov.
Ordinary hours are Monday through Friday, 8 a.m. to 4 p.m., with election-day extensions. County staff can say whether a matter belongs with the county or Secretary of State. Ask that routing question when the item may be a standard statewide report.

The county connection matters because an Orchards home may have a Vancouver mailing address while remaining outside city limits.

Orchards Voter Record Fields
Washington makes registration and voting records public with specific exceptions. A report can include registered name, unprotected residence or mailing address, precinct and district, registration date and status, and voting history. Active, inactive, and cancelled labels need a snapshot date because voter rolls change. History records participation, never a marked choice.

Confidential by law. Under RCW 29A.08.720, public data excludes full birth dates, driver's-license or state-ID data, Social Security number digits, signatures, phone numbers, email addresses, future-voter data, and protected-voter information.
Residence sets the precinct. A mailing address may be a post office box, general delivery, or another safe point. An unhoused voter may identify a residence with cross streets or a landmark and receive mail elsewhere.
Limited age or date information may appear in a public product under current rules, but the full date of birth remains protected. Phone and email fields are also withheld. These distinctions explain why a personal VoteWA view can contain details that do not appear in a public extract supplied by the state.
Orchards Ballot History Limits
A participation record may distinguish a ballot that was issued, returned, accepted, or challenged. These events can occur on different dates. Credited participation normally appears after processing, so a live status and final history need not match at every moment.
RCW 29A.40.130 makes issued and returned ballot lists available through records processing. No voter record reveals candidate selections. Primary participation also does not prove ideology or party membership.
No permanent party field. Washington voters do not register by political party. A presidential-primary declaration is election-specific, not durable party affiliation.
Protected Orchards Voter Registration
The Secretary of State's Address Confidentiality Program gives eligible survivors and certain threatened public workers a substitute address and mail forwarding. Participants register as Protected Records Voters through a special ACP and county process, not the ordinary online route.
The actual name, address, county, and precinct stay outside the public record. The state warns that ordinary online registration can defeat protection. Older records made before enrollment do not automatically disappear. Handle any sensitive address with care even when it appears in a lawful dataset.
When Orchards Voter Records Change
A record can change after a move, death report, requested cancellation, court-ordered ineligibility, or statutory confirmation and cancellation steps. Within Clark County, a voter may update an address through VoteWA or by phone, email, mail, or letter with identifying facts. Someone moving out of state can cancel, and Clark County offers a deceased-voter report form.
A missing current entry does not prove when someone left an Orchards address. The record may be inactive or cancelled. For a dated question, use a retained election report or poll book and compare it with deeds, tax files, directories, or census records.
Address updates also affect district assignment. A residence change within the county may move a voter into a different precinct even when the mailing city still reads Vancouver. Returned mail can trigger administrative follow-up, but each status must be read against the applicable date and county record rather than guessed from a single portal result.

Orchards Voter Roll Context
Clark County reported 355,476 active voters on February 20, 2026. Its table also listed 103,358 active voters in Evergreen School District, a service area relevant to Orchards. These figures show the larger election geography, not a count for Orchards alone.
There is no official “Orchards city” line because Orchards is not incorporated. Precinct, school-district, postal, and census-place borders differ. Combining precinct totals to invent an Orchards figure would create false precision.
Request Orchards Voter Data
The Secretary of State keeps Washington's official statewide database and fulfills requests for records and standard reports under RCW 29A.08.105. A county may redirect a statewide request during the Public Records Act response period. General procedure belongs with Orchards public records access. A voter-data request should identify an existing report.
- Open the Secretary of State public-record request portal. Supply contact details, a title, division or category, and date range.
- Name an existing report or extract. State Clark County, a precinct or district if known, snapshot date or election, and required fields.
- Ask for a machine-readable format. Inspection is free, but electronic or paper production charges may apply under WAC 434-12A-100 and RCW 42.56.120.

A request for “all voter information” may need clarification. An existing Clark County extract as of a named date is clearer. Old county forms identify all-voter files, precinct files, voters-in-election files, walking lists, and daily ballot-return matchbacks. Their former prices and delivery promises are not current state authority.
State request fields include the requester's name and contact information, a clear description, record category, date range, and delivery details. Current cost depends on the work and format, so confirm any charge before relying on an older county price sheet. Clark County remains the contact for county-created election material and a voter's own transaction.
Orchards Voter Roll Use Limits
RCW 29A.08.740 bars furnishing or using registered-voter lists for commercial purposes. A violation is a class C felony. Public access also never permits impersonation, threats, stalking, harassment, or publishing a protected address to cause harm.
Verify suspicious voter registration messages through VoteWA or Clark County Elections, not a sender's number or link. Washington stalking and harassment laws add consequences when public facts are used to follow, threaten, or target someone. Report immediate danger to law enforcement and data misuse to the Secretary of State.
Orchards Voter Database Protection
Washington enacted SB 5892 with an emergency clause in March 2026. It reinforced that the Secretary of State alone answers statewide voter-database requests. It also strengthened class C felony consequences for election officers who improperly disclose full birth dates, driver's-license numbers, and Social Security number data.

Historical Orchards Voter Records
Current VoteWA results cannot prove residence on an earlier date. Search the Washington Digital Archives catalog and regional holdings by Clark County, precinct, and election for retained poll books or registration registers. No official catalog in the research established an exact Orchards-named year span, so complete coverage should not be assumed.
Place names complicate the trail. Older residents may appear under Vancouver, Clark County, a rural route, school district, or precinct. Clark County's government trail reaches territorial Vancouver County in 1845, before its 1849 rename and Washington statehood.
A dated voter list should be one part of a historical trail. Compare the name and address with a period directory, deed, tax record, census entry, or newspaper notice. Cancellation and inactivity explain why a person can vanish from a modern roll without fixing a departure date.
